How to Meet BASIX Targets for Your NSW Home

A BASIX certificate is not something to leave until the plans are nearly complete. The most cost-effective way to how to meet BASIX targets is to consider water, energy and thermal comfort from the first sketch, when the home’s orientation, glazing and room layout can still be adjusted without redesigning the project.

For NSW homeowners, investors and small developers, BASIX can shape decisions ranging from window sizes and insulation levels to hot water systems and rainwater tanks. A well-planned design can meet the required targets while remaining practical to build, comfortable to live in and appropriate for the site.

What BASIX targets measure

BASIX, or the Building Sustainability Index, applies to most new residential homes and many alterations and additions in NSW. Its purpose is to reduce water and energy use while improving year-round thermal comfort.

A BASIX assessment considers three areas: water consumption, energy consumption and thermal comfort. The required result depends on the project type, location, site conditions and the details entered into the assessment. A design in coastal Newcastle will not necessarily perform the same way as one in western Sydney, even if both homes have the same floor area and finishes.

The assessment produces a BASIX certificate containing commitments that must be reflected in the architectural plans and supporting documents submitted for approval. Those commitments are not just a paperwork exercise. They become part of what needs to be delivered during construction.

Start with the site, not the fittings

Many projects run into trouble because sustainable features are treated as add-ons. By that stage, the building form may already have too much west-facing glass, limited roof space for solar panels or living areas exposed to poor winter sun.

The site should guide the early concept. Assess the north orientation, slope, neighbouring buildings, existing trees, prevailing breezes, views and likely overshadowing. The aim is to position the most-used rooms where they can receive useful daylight and winter warmth, while controlling summer heat.

For a typical NSW home, living spaces often benefit from north-facing windows with correctly sized shading. East-facing glazing can provide pleasant morning light, while unprotected western glazing can create significant late-afternoon heat gain. There is no one layout that suits every block. A narrow site, steep land, bushfire constraints, privacy requirements or a prized view may require a different response.

Getting the building footprint and room arrangement right early often delivers more value than upgrading equipment later. It can also reduce the reliance on air conditioning, which supports both the thermal comfort and energy components of BASIX.

Design the building envelope carefully

The building envelope is the barrier between inside and outside. It includes the roof, walls, floor, windows, doors, insulation and seals around openings. This is usually where good design makes the greatest difference to comfort.

Insulation and roof performance

Heat gain through a roof can be substantial, particularly in homes with dark roofing, limited ceiling space or large areas of exposed roof. Appropriate ceiling and wall insulation, as well as suitable roof colours and construction systems, can improve the assessment result and make rooms easier to heat and cool.

The right insulation level depends on the construction method and climate zone. It should be considered alongside roof ventilation, sarking, the amount of glazing and whether parts of the house sit over a slab, suspended floor or unconditioned space. Simply nominating a higher insulation value is not always the most economical solution if another element of the design is underperforming.

Windows, shading and glazing

Windows are central to how a home feels, but they are also one of the most sensitive parts of a BASIX assessment. Their size, orientation, frame type, glass type and shading all matter.

Large expanses of glass can look impressive in a 3D presentation, yet may cause overheating in summer or heat loss in winter if they are not designed for the orientation. External shading is generally more effective than internal blinds because it stops much of the sun before it reaches the glass. Eaves, awnings, pergolas, vertical fins and carefully placed landscaping can all contribute.

Double glazing may assist in many designs, but it is not an automatic answer. In some cases, reducing an area of poorly oriented glazing, changing its specification or adding effective shading is the better move. This is why a thermal assessment should inform the design rather than be used only to test a finished plan.

Airtightness and practical detailing

Gaps around external doors, windows, exhaust penetrations and construction junctions allow unwanted air movement. Careful detailing improves the real-world performance of insulation and air conditioning systems. It also avoids the frustrating outcome where a house technically meets its targets but still feels draughty or difficult to keep comfortable.

Make water savings work for the household

BASIX water targets are commonly met through a combination of efficient fixtures and an alternative water source, often a rainwater tank. The size of the tank, roof catchment area, connected fixtures and location all need to be planned properly.

A rainwater tank should have a clear purpose. It may supply toilets, laundry cold-water taps and garden taps, depending on the project and applicable requirements. The pump, pipework, overflow and maintenance access need space, and the tank location should work with the landscape design, not be squeezed into an unusable corner after the fact.

Water-efficient taps, showers and toilets also form part of the solution. These are relatively straightforward selections, but they should be compatible with the household’s needs. For example, a large family, secondary dwelling or dual-occupancy project may have different practical demands than a small one-bedroom granny flat.

For alterations and additions, the existing home matters too. The BASIX pathway may require upgrades to parts of the dwelling beyond the new extension. Identifying this at the concept stage helps prevent unexpected costs when documentation is being prepared.

Choose energy systems as a package

Energy performance is influenced by more than solar panels. Heating and cooling, hot water, lighting, appliances, ventilation and pool equipment can all affect the outcome.

Efficient electric heat-pump hot water systems and solar photovoltaic systems are common options, particularly for all-electric homes. Their suitability depends on roof orientation, shading, electrical capacity, household use and budget. Gas systems, where proposed, should be assessed carefully against the project’s BASIX result and the broader operating costs of the home.

Heating and cooling should suit the building design, not compensate for it. A well-oriented, insulated and shaded home may need smaller systems and use them less often. Zoning can also be useful in larger homes, allowing bedrooms and living areas to be conditioned separately rather than heating or cooling the entire house unnecessarily.

LED lighting, efficient exhaust fans and sensible appliance selections can help, but they rarely solve a poor-performing building envelope on their own. Treat the home as a connected system.

Test the design early and allow room to adjust

The best time to run a BASIX assessment is during concept design, before the layout and external appearance are fixed. Early testing reveals whether the proposed design is tracking in the right direction and gives the design team options to improve it with minimal disruption.

If a result falls short, avoid immediately adding expensive technology. First review the fundamentals: window orientation and size, external shading, insulation, roof colour, room layout and air-conditioning assumptions. A small adjustment in several areas is often more balanced than one costly change.

The certificate must align with the final plans. If windows, insulation, water connections, hot water equipment or solar panels change after the certificate is issued, the assessment may need to be updated. This is particularly relevant when owners make product substitutions during construction. Keeping the builder, designer and certifier working from consistent documentation reduces the risk of delays or non-compliant changes.

Get the approval documentation right

A BASIX certificate supports a Development Application or complying development pathway, but it does not replace the full set of drawings and specifications needed for approval and construction. The commitments need to be clearly shown across the relevant documentation so they can be reviewed, approved and built correctly.

For projects across Sydney, the Central Coast and Newcastle, local site conditions and council controls often sit alongside BASIX considerations. A practical design process brings these requirements together early, rather than resolving one issue at a time after the plans are finished.
