
How to Assess Duplex Feasibility on Your NSW Site
A block can look large enough for two dwellings and still be a poor duplex proposition. The difference is usually found in the planning controls, the fall of the land, vehicle access and the cost of resolving site constraints. Knowing how to assess duplex feasibility before committing to a purchase, demolition or design fee gives you a clearer view of what can reasonably be approved and built.
For property owners and small developers in Sydney, the Central Coast and Newcastle, feasibility should be treated as an early due diligence exercise, not a quick sketch showing two boxes on a site. The best outcome is a design that responds to the block, meets the applicable controls and delivers a saleable or liveable result without creating avoidable construction costs.
Start with what the planning controls permit
The first question is not whether a duplex would fit. It is whether dual occupancy is permitted on the land. In NSW, this is determined by the relevant Local Environmental Plan, or LEP, for the council area. The zoning table identifies whether dual occupancy is permitted with consent, permitted without consent in limited circumstances, or prohibited.
A site may be zoned for housing but still have controls that affect the proposal. Minimum lot size, heritage provisions, flood planning, foreshore controls or environmental overlays can all change the result. If the intention is to create separate titles, the rules for subdivision must also be checked. Being able to build two attached or detached dwellings does not automatically mean the land can be subdivided in the way you expect.
The Development Control Plan, or DCP, then provides much of the practical detail. This may cover building height, floor space ratio, front and side setbacks, landscaping, private open space, parking, driveway design, solar access, streetscape character and waste collection. Councils apply these controls differently, so local experience matters when assessing where flexibility may be available and where a variation is unlikely to be supported.
DA or CDC: establish the likely approval path
Some duplex projects may be capable of a Complying Development Certificate under the relevant NSW planning provisions. Others will require a Development Application through council because of the zoning, site constraints, design outcome or applicable exclusions.
A CDC can be more straightforward where the site and proposal meet every required standard. It is not a shortcut for a block with unresolved issues. A DA may be the more appropriate path when a site needs a tailored design response, contains a constraint such as flood or bushfire exposure, or requires consideration against council controls. Establishing the likely pathway early helps set a realistic programme and consultant budget.
Test the block, not just the land area
Land area is only one measure of duplex feasibility. A narrow 700 square metre site can be harder to develop than a well-proportioned 550 square metre corner block. Usable dimensions, orientation and access often have a greater effect on the design than the number shown on the title.
Start by reviewing the frontage, depth and shape of the allotment. Consider where a compliant driveway can sit, whether vehicles can enter and leave safely, and how much width is left for the homes, setbacks and landscaping. A battle-axe block, irregular boundary, shared driveway or restrictive easement can reduce the usable building envelope significantly.
The site’s slope should be assessed early. Modest fall can assist drainage and create opportunities for split-level design. Steep land may require retaining walls, suspended slabs, complex stormwater management and substantial excavation. Those costs can quickly outweigh the extra value created by a second dwelling.
Orientation also affects the quality of the final homes. A good feasibility layout protects northern light to living areas and private open space where possible, while considering overshadowing to neighbours. A duplex that technically fits but leaves one dwelling with poor sunlight, awkward rooms and limited outdoor space may be difficult to approve, sell or retain as a long-term investment.
Identify site constraints before the concept design is fixed
Planning maps and early consultant advice can reveal constraints that alter both approval risk and construction cost. These commonly include flood-prone land, bushfire-prone land, heritage items or conservation areas, acid sulfate soils, biodiversity provisions, coastal hazards and contaminated land concerns.
Flood controls may set minimum floor levels, restrict filling or require a specific design response. Bushfire-prone sites can trigger a Bushfire Attack Level assessment and requirements for construction materials, setbacks and defendable space. Heritage areas often require careful attention to the front elevation, roof form, materials and how the new building sits within the street.
Services are equally important. Locate existing sewer lines, water mains, stormwater infrastructure and electricity connections before assuming a preferred footprint will work. Building over or close to a sewer may require approval from the relevant authority, special construction methods or a redesign. Stormwater disposal is another frequent issue, particularly where there is no simple gravity connection to the street system.
A feature survey is one of the most useful early investments. It records levels, boundaries, existing buildings, trees, services visible on site and other physical conditions that cannot be reliably judged from online maps or a real estate listing.
Turn controls into a workable duplex layout
Once the planning and site information is known, prepare a concept plan that tests the real envelope. This is where an experienced building designer adds practical value. The goal is not to force maximum floor area onto the block. It is to balance yield, amenity, buildability and approval prospects.
For an attached duplex, consider the party wall location, separate entries, garages or car spaces, bin storage, private open space and the relationship between each dwelling. For detached dual occupancy, separation distances, access and the distribution of outdoor areas become more significant. Corner sites can offer advantages by providing separate street addresses and vehicle access, although each frontage may bring its own setback requirements.
The concept should also test the homes as products. Are bedrooms adequately sized? Is there logical storage? Can furniture fit? Does each dwelling have a clear front door and useful outdoor area? For owner-occupiers, a better layout may be worth more than squeezing in an additional study or oversized ensuite. For investors, durable planning, efficient construction and broad tenant appeal generally matter more than superficial floor area.
Assess the numbers with realistic allowances
A favourable planning result does not guarantee a feasible project. The financial assessment should include more than the builder’s square metre rate. Demolition, consultant reports, approval fees, service upgrades, excavation, retaining, drainage, landscaping, driveways, fencing, subdivision costs, finance, holding costs and contingency all need to be allowed for.
Construction pricing is heavily influenced by the site. A simple, level block with direct access may support a straightforward build. A constrained block with poor access, deep excavation, extensive retaining or difficult stormwater work requires a higher allowance. If you are retaining one dwelling and adding another, construction staging and protecting the existing home can further affect cost.
For a development intended for sale, obtain evidence for the expected end value of each completed dwelling. Comparable sales should be genuinely comparable in location, size, quality, parking and land component. Do not base a project on the best result achieved in a nearby premium street unless your final product can reasonably compete with it.
A useful feasibility review tests more than one scenario. What happens if the approval takes longer, construction costs rise, or resale values soften? What if the site only supports two smaller dwellings rather than the floor area first imagined? A project with little margin for change can become stressful quickly.
Get the right advice in the right order
The most efficient process is usually to check planning permissibility and major constraints first, then obtain a survey and prepare a preliminary concept. From there, targeted advice from a town planner, surveyor, civil engineer, bushfire consultant, flood consultant or geotechnical engineer can be commissioned where needed. This avoids paying for a full suite of reports before the basic development potential is understood.
It is also wise to confirm title information, easements, covenants and restrictions early. A covenant or access issue may not prevent development, but it can affect design, timing and legal costs. If subdivision is part of the strategy, investigate that process alongside the building design rather than leaving it until the end.
